Pension Fund at Record Strength — Here's Where Things Stand

The Baltimore City Fire & Police Employees Retirement System (BCFPERS) is in the strongest financial position it has been in years. As of late 2025, total pension assets exceeded $3.7 billion — the highest the fund has ever reached — and the funded ratio continues to climb toward the 80% threshold.

President Fannon serves as the elected Active Fire Trustee of BCFPERS and remains focused on protecting the gains members have worked to secure. When an effort arose among a small number of trustees to reduce the City's annual employer contribution and amortize it over a longer period, Fannon and Trustee Tom Nosek opposed it firmly. No such request had come from the City, and any reduction below the actuary-determined amount would represent a breach of fiduciary duty.

The fund's cybersecurity posture also proved its worth after a phishing attack in late 2025 was contained before any member data was accessed or compromised. The F&P remains one of the few City agencies with a strong track record on cybersecurity resilience.
