Baltimore Fire Officers

Josh Fannon’s fire service career has spanned over 26 years with three IAFF locals.  He began service with the Baltimore County Fire Department in February 2000, leaving to join the Baltimore City Fire Department in December 2004.  He has served in some of the busiest units in East and West Baltimore, rising through the ranks to Lieutenant in 2010, Captain in 2011, and Battalion Chief in 2015.  He is assigned to the 3rd Battalion in West Baltimore at W. Lafayette Ave. & N. Gilmor St., detailed to the office of International Association of Fire Fighters (IAFF) Local 964 Baltimore Fire Officers.

Josh Fannon was elected by acclamation to the office of President of IAFF Local 964 in September 2020 and assumed office on January 5, 2021.  He was reelected in September 2023 and began his second term in January 2024.

He was elected to Active Fire Member Representative Trustee of the Baltimore City Fire & Police Employee Retirement System (BCFPERS) in 2022 and re-elected in 2026.  He is a certified fiduciary.

President Fannon has served on numerous other boards and commissions, including Maryland Governor Wes Moore's Transition Team as the Chairman of the Public Safety Subcommittee and the Labor Advisory Councils of Maryland Comptroller Brooke Lierman and Maryland Attorney General Anthony Brown.

He believes strongly in legislative advocacy to advance firefighter safety, working conditions, and benefits. Fannon has been instrumental in the passage of key legislation, including City Ordinance #22-0211 (fair negotiations and procedures for health insurance for City employees), City Ordinance #24-0379 (Baltimore fire & police pension reform), Maryland SB 445/HB 532 (state standard for firefighter work hours), and federal H.R. 82, the Social Security Fairness Act (elimination of the Windfall Elimination Provision and Government Pension Offset).

Josh Fannon holds a Bachelor of Science in Fire Science from University of Maryland University College (2008), a Juris Doctor (2013), and a Master of Public Administration (2015) from the University of Baltimore. He is a licensed attorney and member of the Maryland Bar and the Federal Bar for the Fourth Circuit. He is certified in advanced life support by the State of Maryland and is a recipient of the IAFF Generals’ Award for Excellence in Leadership.

Josh lives with his wife, Megan (an EMS Lieutenant with IAFF L-964), and three children: Julian, Lily, & Patrick.
